About the Fund
The Evening Standard Dispossessed Fund was set up in 2010 to help grassroots charities tackling poverty, inequality and exclusion across the capital. The Fund is a restricted fund of The London Community Foundation. Each year, the Evening Standard Dispossessed Fund focuses on a particular theme, which has previously included supporting young people out of gang activity, and using football coaching as an agent for social change.
In 2015/16 the Fund will be focusing on supporting communities to change the area in which they live for the better on estates across London. This is an open programme that aims to support local communities and neighbourhoods across London to build on the skills and assets that exist in their community, tackle local need and to improve the lives of local people.
The Aim of the Fund
We believe that local people know what is needed in their community and are best placed to make changes. Having lots of activities happening in an area brings vibrancy to a local community which can make it a better place to live. We are also aware that many people are undertaking great work in their area but often struggle to get the support they need. We therefore want to support groups working within local communities and neighbourhoods across London to build on the skills and assets that exist in their community, tackle local need and to improve the lives of local people.
Grants of between £2,000 and £20,000 are available to support work where there is clear evidence of benefit to residents living on and around estates or particular areas of housing in London. This includes any of the 33 London boroughs.
We are looking for proposals where applicants are able to clearly demonstrate local need and demand for the proposed activity. For larger grant requests, we would expect proposals to demonstrate how they will provide longer term benefits for participants and greater community impact.
To be eligible, applicant organisations need to be resident-led community groups or charities, operating on a particular housing estate or area of housing. This could be for example, a Tenants and Resident Organisation (TRA), a community group or charity which was established to support residents in a particular area, or a Community Centre. Applications from community groups or charities working across much larger areas and whose long-term work is not focused on a particular estate or area of housing, will not be accepted.
Applicants will need to demonstrate a clear demand for the activities from residents on the estate, and wherever possible, that residents have helped to shape or design the proposed project.
Priority will be given to:
- Small, locally based groups operating on or near a particular estate or area of housing
- Resident/Community-led organisations
- Organisations demonstrating a clear understanding of the needs of the local community and where projects or activities have been designed in consultation or discussion with local residents.
What can I apply for?
You can apply for any cost related to your project, including for example; equipment, insurance, sessional staff costs, volunteer expenses, staff salaries etc.
You can also include costs that will help to build the capacity and/or sustainability of your organisation – for example, training for volunteers, or a piece of software that would enable you to better track your beneficiary outcomes. Any capacity building costs may only represent a portion of your budget, which should also include project or activity costs that directly benefit estate residents.
We are not looking to support one-off events, such as a community networking day, unless:
- you are able to demonstrate the long-term benefits for the community OR
- the activity (such as a community networking event for example) is part of a wider programme of activities and represents only a portion of your budget.
As noted above, we would particularly expect larger grant requests to demonstrate how they will provide longer-term benefits for participants and greater community impact.
We are unable to support appeals that are predominantly for capital costs or building projects. A small element of capital expenditure can be considered, such as refurbishing a community kitchen or the creation of a community allotment – provided that the landowner has previously been consulted and has given their permission, and that plans are in place to maintain any facilities. We are unable to support new capital build projects and those that require planning permission.

Funding existing or new projects
We are able to fund existing projects, or new projects. We are looking for proposals that respond to community need. If you are requesting funding for an existing project, please show how feedback from community members/participants has shaped your proposal and will help to improve , develop or expand your project to increase the community impact.
Grants of between £2,000 and £20,000 are available towards your activity costs.
Who Can Apply?
Constituted community groups (including tenants associations), registered charities, companies limited by guarantee, social enterprises or Community Interest Companies (CIC’s) are all eligible to apply to the fund provided they can demonstrate that the majority of beneficiaries of the project are residents within a local, identified housing estate. Projects with no clear plan for how to benefit residents of a particular area of housing, or housing estate, cannot be funded.
Applicants will need to have the following in place in order to apply:
- a minimum of 3 un-related Management Committee members
- a governing document (e.g. a constitution or set of rules)
- a bank account in the name of the group, with at least 2 unrelated signatories
- a record of income and expenditure or set of accounts (or bank statement if you are a new group)
- a ‘safeguarding policy’ if you are working with children and/or vulnerable adults (please contact us if you need help with this)
- the relevant insurance in place, including public liability where required (you can include this in your budget as necessary)
- the relevant permissions in place – if you will be carrying out work or activities such as trading/selling to the public on council or private property you’ll need permission from them to do this.
